What are your views on refuse collection and the litter around town, will fixed penalty notices stop the offenders?

LITTER patrols have started in Aberystwyth targeting businesses for leaving out refuse sacks which are then ripped open by seagulls.

Ceredigion Council said gulls and other animals are making parts of the seaside resort unsightly by ripping sacks in the search for food,the Dailypost reports.
